Access to cadastral data for a university dissertation:

I am a final-year student in spatial management, and I am writing my dissertation on how boundary disputes are resolved at the local level. I am using the Kętrzyn area as a case study, and I’d like to make sure I’m going about the data side properly. A few questions for the Geodesy Department:
1. Which parts of the land and buildings register and the cadastral map are publicly available, and which require me to show a legal interest?
2. Can an academic researcher request anonymised or aggregated data, for example, the number of boundary re-establishment applications per year, and where should such a request be sent?
3. Am I allowed to reproduce a small extract of the cadastral map in my dissertation, and how should it be cited correctly?
4. Is there a published guide or leaflet explaining the boundary re-establishment procedure that I could reference as a source?
Any pointers, or the name of the right department to contact, would be much appreciated, as even students working alongside professional nursing case study essay writers often find navigating administrative boundaries and cadastral data access tricky.
